Galway City Outer Bypass
In April, the Court of Justice of the European Union delivered its ruling on the points of EU law for which our Supreme Court sought guidance. The EU Court found that the plans for the Bypass would if implemented constitute a negative impact on the integrity of a Special Area of Conservation (SAC). Since the Bypass will involve development in an SAC the EU Court ruled that the application should have been made under IROPI or Imperative Reasons of Overriding Public Interest. Civil Registration (Amendment) (Domestic Registration of Death Records) Bill 2012
In November I published and introduced a bill in the Dáil entitled the Civil Registration (Amendment) (Domestic Registration of Death Records) Bill 2012. The bill is the culmination of research and consultation and seeks to amend the 2004 Civil Registration Act so that all deaths of resident or recently resident Irish people can be registered here in Ireland. If enacted it would provide peace of mind and closure for families and next-of-kin of those Irish people who die unexpectedly, often in tragic circumstances, while working or holidaying abroad as it would facilitate the registration and issuing of an Irish Certificate of Death to the family or next-of-kin. The Constitutional Convention – Coinbhinsiún ar an mBunreacht
The Constitional Convention has so far examined the following issues:
-
- reducing the Presidential term of office to 5 years & aligning it with Local & European elections;
-
- reducing the voting age to 17;
- - increasing the pariticiapation of women in politics;
- - providing for Marriage Equality.
The Convention will be examining the following issues over the coming months:
-
- reviewing the Dáil electoral system;
-
- giving citizens resident outside the State the right to vote in Presidential elections;
-
- providing for marriage equality;
-
- amending the clause on the role of women in the home;
-
- encouraging greater participation by women in politics;
-
- removing the offence of blasphemy from the Constitution and
-
- recommending other relevant constitutional amendments.
The Convention comprises 100 citizens -
-
- a chairperson, former Concern CEO, Tom Arnold;
-
- 66 citizens broadly representing Irish society and selected randomly from the electoral register;
-
- a representative from each of the parties at the Northern Irish Assembly;
-
- members of the Oireachtas.
