Consultation with island communities at heart of new Interdepartmental Committee on Island Development

On Tuesday I chaired the first meeting of the new Interdepartmental Committee on Island Development on Tuesday afternoon at the headquarters of the Department of Culture, Heritage and Gaeltacht on Kildare Street, Dublin. The Interdepartmental Committee has been establishedto develop a new cross-government policy for the development of the islands off the counties of Galway, Mayo, Cork and Donegal.

The inaugural meeting of the new Committee was attended by the Secretary General and officials from the Department of Culture, Heritage and Gaeltacht as well as officials from several government departments including Health, Education and Skills, Housing, Agriculture and the Marine, Transport, Tourism and Sport, Children and Youth Affairs and Communications, among others.

The Committee has hit the ground running having agreed a terms of reference following a constructive discussion on the responsibilities and policy areas of each department that impact our islands.

I believe that it is really only by visiting the islands, spending time with the communities and meeting with the development companies that you can fully appreciate the challenges but also the benefits of island life.

As such consultation and engagement with island communities is at the heart of the work of this Committee through which we will develop a cohesive, whole-of-government policy for the islands leading to an action plan.

At the meeting I requested each department to review all of their policies and strategies and gather together all of those relevant to the islands. Through this work we will produce a document that will help guide consultation with island communities so that our policy and subsequent action plan will reflect the needs and challenges of our offshore islands.

Bhí mé ina chathaoirleach ar an gcéad chruinniú den Choiste Idir-Rannach um Fhorbairt Oileán tráthnóna Dé Máirt, i gceanncheathrú na Roinne Cultúir, Oidhreacht agus Gaeltacht ar Shráid Chill Dara, Baile Átha Cliath. Bhunaigh mé an Coiste Idir-rannach chun polasaí nua tras-rialtais a chuir chun cinn chun na hoileáin a fhorbairt i gcontaetha na Gaillimhe, Mhaigh Eo, Chorcaí agus Dhún na nGall.

D’fhreastail an tArd-Rúnaí agus oifigigh ón Roinn Cultúir, Oidhreachta agus Gaeltachta uirthi chomh maith le hoifigigh ó roinnt ranna rialtais lena n-áirítear Sláinte, Oideachas agus Scileanna, Tithíocht, Talmhaíocht agus Mara, Iompar, Turasóireacht agus Spórt, Leanaí agus Gnóthaí Óige agus Cumarsáid, i measc daoine eile, an chéad cruinniú.

Tá tús maith déanta ag an gCoiste tar éis dóibh glacadh le  téarmaí tagartha théis plé dearfach ar fhreagrachtaí agus réimsí polasaí gach roinne a mbíonn tionchar acu ar ár n-oileáin.

Creidim i ndáiríre, trí chuairt a thabhairt ar na hoileáin, am a chaitheamh leis na pobail agus bualadh leis na cuideachtaí forbartha gur féidir  na dúshláin a thuiscint agus freisin na buntáistí a bhaineann le saol an oileáin.

Mar sin tá comhairliúchán agus rannpháirtíocht le pobail na n-oileán mar gcroílár obair an Choiste seo trínar fhorbróimid beartas comhtháite, uile-rialtais do na hoileáin as a dtiocfaidh plean gníomhaíochta.

Ag an gcruinniú inniu d’iarr mé ar gach roinn athbhreithniú a dhéanamh ar a gcuid polasaithe agus straitéisí go léir agus iad siúd uile a bhaineann leis na hoileáin a bhailiú le chéile. Tríd an obair seo, cuirfimid doiciméad ar fáil a chabhróidh le comhairliúchán a threorú le pobail na n-oileán ionas go léireoidh ár mbeartas agus ár bplean gníomhaíochta  ina dhiaidh sin riachtanais agus dúshláin ár n-oileán amach ón gcósta.
